Annual pay range: $43,680 - $54,080


The Workforce Program Coordinator (PC) provides program development, contract management, and casework support to workforce clients. The PC connects job seekers to employment training and support services while capturing data and tracking outcomes. The PC reports to the General Manager (GM) and collaborates seamlessly with business team colleagues.

The San Pablo EDC is a dynamic nonprofit whose mission is to develop, diversify and stabilize the local economy through the education and training of workforce and businesses. The San Pablo EDC pilots and manages its own innovative programs targeting local and regional audiences. The San Pablo EDC is a member-based, professional services organization, which partners widely with other organizations.

The PC is a full-time exempt, benefited position reporting to the GM; medical and dental are 100% paid by the employer for the employee. The PC has a critical role to fulfill as part of a productive, adaptable team. To be successful in this role, the PC needs to be effective in understanding and engaging the local community.


The PC will be responsible for the following:

  • Manage programs and workforce clients, as assigned; this includes contract management, outreach, client enrollment/referral, data capture/management, milestone tracking, program evaluation and active case management.
  • Deliver workforce programs, projects, and events by working with various other organizations, determining needs, analyzing trends and coordinating meetings.
  • Create and disseminate workforce program marketing materials.
  • Build strong relationships between training partners, educational community, employers, and other agencies.
  • Maintain and provide workforce data for grants.
  • Provide basic analysis to assess programs delivered, client serviced, as well as remaining needs, and identify opportunities for improvement.
  • Conduct research, prepare reports, and recommend action, as requested.
  • Regularly update workforce content and calendar on the organization’s website.
  • Assist with population of, and pulling reports from, Salesforce database.
  • Manage vendor relationships, as requested.
  • Complete peripheral duties and tasks as assigned.



  • Strong communication skills both written and verbal
  • Highly proficient in MS Office Suite and social media
  • Salesforce or other CRM skills which translate to Salesforce data capture, milestone tracking, follow-up tasks and report generation
  • Basic data analysis and graphic production in Excel
  • Marketing and/or public outreach skills
  • Basic Adobe Creative Suite skills required; substantial experience preferred
  • Proficient in creating presentations and marketing materials
  • Website content management strongly preferred
  • Second language proficiency desirable



Qualified candidates will have experience with:

  • Case management and/or job counseling/job development

  • Data collection, input, and analysis
  • Report research, writing, and preparation
  • Program creation, coordination, and management
  • Marketing and outreach materials, activities and events
  • Teaching, workshop delivery, facilitation, and events coordination

Education and Certifications

  • An Associate's Degree and three years of directly related experience in economic development, social work, public administration, or related field is required.
  • Bachelor's Degree from an accredited college or university with major coursework in social work, economic development, public or business administration, finance, or a related field with relevant work experience preferred.
  • Membership and participation in related professional organizations are desirable.
  • Certification or experience with Adobe Creative Suite, Salesforce, and/or economic development preferred.

Pay Range Qualification

Beginning of range: $43,680 Program Coordinator I

  • New to this level of responsibility
  • There are areas of responsibility for which training will be necessary and no or limited prior experience
  • Has sufficient operational and program experience to provide support and coordination
  • New to economic development

Mid-point: $49,920 Program Coordinator II

  • Sets, effectively communicate and meets expectations
  • Has held this level of responsibility for at least a year
  • Performs well in all areas of responsibility; may require some training to achieve advanced levels of competencies
  • Has two years of leading projects with a successful track record from concept through execution with the ability to manage to milestones
  • Demonstrates the ability to deliver timely results & help organization meet deadlines and achieve goals
  • Demonstrates appropriate use of resources
  • Manages complex workflow effectively
  • Displays consummate professionalism

High end: $54,080 Senior Program Coordinator and Analyst

  • Has held this level of responsibility two years or more
  • Has depth of demonstrated experience in all areas of responsibility
  • Operates continuously with the mission and strategic plan as a framework
  • Has three+ years successfully leading projects and managing milestones
  • Demonstrates a wide scope of skills and comfort stepping into roles as requested
  • Is an effective asset manager and administrator of third-party contracts
  • Has earned the trust of colleagues inside and outside the organization
  • Proactively coordinate programs, event and workshop planning with the GM and regularly provides a three-month stepped outreach strategy
  • Ensures gathering of ROI, engagement and other critical data and provides analysis following programs, events, and workshops
